Expert Sought in Ownership / Management Options for Public Lands

Teton County released a Request for Qualifications (RFQ) on Wednesday, February 5, 2020 for consultant assistance in determining and pursuing alternative ownership or management options for Federal Public Lands along the Snake and Gros Ventre River Corridors.

The Teton County Board of County Commissioners is seeking consultant service to work with relevant parties under the guidance and parameters of the Record of Decision (ROD), issued by the Bureau of Land Management in 2004, and Snake River Resource Management Plan (SRRMP) developed in 1999, in determining and manifesting the appropriate paths for transitioning  the remaining parcels away from BLM administration, while ensuring that the land remain in public ownership and available for recreation, public access, open space and wildlife habitat.

Per the ROD, lands may be transferred from BLM to other public agencies for management; disposal by sale, exchange, or Recreation and Public Purpose (R&PP) are also options if such actions will serve an important objective and have public benefit. If transfer is not a viable option, cooperative management agreements will be pursued to allow other public agencies or entities to manage public uses on the parcels.  Any sale, exchange, or transfer of public land will include use of conservation easements to prohibit development and preserve scenic values, wildlife habitat, and open space.

The selected consultant will make recommendations on a parcel-by-parcel basis and execute on behalf of Teton County.

The Deadline for submissions is 12:00 p.m. MST on Friday, February 28, 2020. Responses will be opened publicly at 1:00 p.m. on the same day at the Teton County Administrative Office, 200 S. Willow Street, Jackson, WY, 83001. The contract will be awarded on March 17, 2020 and the project will be initiated as soon as possible following the contract approval.
