Billi Jennings, Sales Coordinator

Billi has been with the Housing Department since May of 2006. Billi moved to Jackson in 1986 and since moving here, has worked in retail, banking, as well as a 3 year stint with the Jackson Hole Conservation Alliance. Billi, a mother of 3 grown children, and 2 grandchildren, made her home in Jackson until summer of 2007 when she moved to Alpine, WY. In her spare time she can be found watching her favorite Broncos team play football, and spending time with family and friends.                    

Claudia Juarez, Housing Analyst

Before coming to the United States, Claudia completed 4 years of law school in Mexico. Once coming to the U.S. she owned and operated her own business in Utah. She moved to Wyoming in 2019. Prior to working at the Housing Department, Claudia, was a Client Service Specialist at One22 Resource Center. She is passionate about helping the community, and has a special place in her heart for the Hispanic Community. She volunteers as an Interpreter for the Vita Program. Outside work Claudia enjoys cooking, dancing, and family time. 

Kristi Malone, Housing Supply Specialist

Kristi moved to Jackson full-time in 2014 to work as an Associate Planner for Teton County after spending several summers working seasonally in Grand Teton National Park. Since then, she moved up to the Senior Long-range Planner position before transitioning to her current role as Housing Supply Specialist. Kristi holds a B.S. in Environmental Studies and a Master’s in Urban and Regional Planning. She appreciates the opportunity to engage at the nexus of land use and social needs to help our community realize shared values and vision. Outside of work, she enjoys swimming, camping, and her dogs. 

Shea Moran, Compliance Analyst

Shea joined the Housing Department in 2024 after making Jackson her full-time home. Originally from northern Minnesota, she was captivated by the Tetons in early 2013. After making many temporary trips west, she decided to leave the loons and lakes of Minnesota in exchange for Jackson's moose and mountains. She brings an extensive history of property management to the team, along with a dose of Minnesota Nice. Outside of work, Shea enjoys exploring the mountains and spending time with family, friends, and her dog.

April Norton, Housing Director

April joined the Jackson/Teton County Housing Department in 2016 as its first director, focusing on partnerships to create affordable workforce housing in the Jackson Hole area. Since 2016, the Housing Department has seen a 50% increase in the creation of deed restricted homes via public-private partnerships utilizing a diverse array of tools from tax credits to program-related investments, bargain sales to below-market debt. Prior to joining the Housing Department, she served as a Program Officer at the LOR Foundation, engaging with rural landscapes and people throughout the Intermountain West, stewarding a varied portfolio of projects that included land and water conservation and affordable housing.

Currently, she serves as a board member for the Community Safety Network and Jackson Youth Basketball, she also coaches youth soccer and basketball, and is a member of the Rotary Lunch Club. She previously served as a board member for Teton Youth & Family Services, Southern Teton Area Rapid Transit (START), and Yellowstone-Teton Clean Cities Coalition, and an advisory board member for Legacy Works Group. In her spare time, she enjoys playing outside with her family, gardening, and cheering on her beloved Clemson Tigers.

Stacy Stoker, Housing Manager

Stacy Stoker has worked at the Jackson/Teton County Housing Department since 2004 and was born and raised in Teton County. She has a Bachelor’s degree in Public Administration. Before Stacy worked for the Housing Department, she was self-employed as a mortgage broker, and also owned and operated two other businesses in town. Stacy is currently serving on the board of Pioneer Homestead. In her free time, Stacy enjoys playing golf, camping, hiking and swimming.
